    <etgov:ComponentDescription>The XML schema (XSD) for XML Best Practices (X4XBP) will provide a template against which the quality of other XSDs can be evaluated.  It will build upon experience gained in drafting the XML Naming &amp; Design Rules &amp; Guidelines (NDRG) and will be built into and leverage NIST's Quality of Design (QOD) tool.</etgov:ComponentDescription>
    <etgov:GovernmentBenefits>X4XBP will enable designers of XSDs for agency-specific as well as cross-cutting eGov and Line of Business (LOB) information technology projects to evaluate and improve the quality of those schemas.  Higher-quality schemas will reduce interoperabity problems and enhance the sharing of data, thereby enabling agencies to more effectively carry out their inherently governmental functions in a manner that is "citizen-centered".  High-quality schemas are of the essence to avoid continuing to build data stovepipe systems.</etgov:GovernmentBenefits>
